
The Secretary-General’s latest report on the protection of civilians in armed conflict noted that in the new warfare that had emerged, the impact of armed conflict on civilians went far beyond the notion of collateral damage. The effective protection of civilians in situations of armed conflict required stronger partnerships that systematically identified their various protection needs, as well as who was best placed to address them, the Security Council was told today, during an open debate on the issue.
